CNWS Post-Virtual Open House Frequently Asked Questions

Thank you to all who were able to join our December 12 virtual open house. We received great questions during the meeting but were unable to answer them all during the live session. Below are responses to the questions and topics we were unable to address. Is the project coordinating with the State and Concord City government to meet the affordable housing requirements and mandates currently in place?

More than 12,200 homes will be built as a part of this development with 25% of those dedicated as affordable housing. This significant contribution to Concord’s affordable housing supply will help the City of Concord meet its state-mandated requirements. We are dedicated to providing a wide range of housing opportunities and choices for Concord families through our project.

 

How will affordable housing be integrated within the project?

All housing throughout the CNWS project, including affordable housing, will be thoughtfully planned and integrated so future residents are connected to the surrounding communities and benefits. Final locations and decisions on affordable housing units will be determined later in the Specific Plan process. However, the current plan is to have 25% affordable housing in each phase of development.

 

Will there be senior living communities and CCRC included in this project?

It is our vision for the future CNWS project to be an extension of Concord’s neighborhoods and include a wide array of housing models and types, including senior living communities and Continuing Care Retirement Communities (CCRC). It is our goal to bring to life housing options to meet the needs of current and future Concord residents.

 

Will there be opportunities for churches or private parties to purchase land within the mixed-use areas?

There will be many opportunities for interested parties to purchase land and space within the various types of development envisioned for the project, once land sales begin later in the development process.

 

Will local companies and contractors be prioritized for future construction jobs?

This project has a Project Labor Agreement (PLA), which means local unions and workers will be prioritized for CNWS project work. Our team is committed to investing in hiring and spending locally over the lifetime of this project.

 

Why are the Navy land transfers happening in phases?

The Navy is the current owner of the former CNWS land, and they have options on how they choose to dispose or transfer the land under federal law. Much of the land has already been conveyed under a Public Benefit Conveyance for Thurgood Marshall Regional Park. The project’s Land Reuse Authority (LRA), which is the Concord City Council, is requesting an Economic Development Conveyance (EDC) for this project as this process gives the local community more control of future development. An EDC is an agreement that will set the terms, including price & payment, for transfer of the property by the U.S. Navy to the LRA. The EDC is currently being negotiated with the Navy by the LRA and our Brookfield team, and once it is finalized it will include a land transfer schedule.

 

Is Thurgood Marshall Regional Park (Home of the Port Chicago 50) part of the CNWS project?

Thurgood Marshall Regional Park is not part of the CNWS project site, but as part of the project we will be creating new connections and access to the park. Our goal is to create a series of neighborhoods as an extension of the existing city fabric, which includes expanding access and connection to Thurgood Marshall Regional Park.

 

How will creek flooding be mitigated?

As part of the Environmental Impact Report (EIR), which is a detailed report that analyzes how our proposed project will impact the environment, we will conduct studies and prepare mitigation plans to protect the natural components of the CNWS site. This includes a plan to address and mitigate creek flooding. We are currently conducting EIR studies to inform these plans.

 

Will high-speed internet be integrated within the project?

As part of our commitment to bring Concord’s vision for a world-class place to life, we will examine options to incorporate public benefits like high-speed internet.

 

How will the project address future traffic flows and mitigation with Caltrans?

Our team is committed to working with our regional partners, like Caltrans, during the development planning process. As part of the project’s Environmental Impact Report (EIR), we will be conducting traffic studies to look at the potential impacts and develop a plan to mitigate impacts for current and future residents. We will present and discuss these traffic studies when they are completed at future project topic-specific workshops.

 

Are there any potential challenges or obstacles facing project progress in 2025-2026?

Our project team is working in close partnership with the project’s Local Reuse Authority (LRA), which is the Concord City Council, and the Navy to make progress on the Specific Plan and Navy Term Sheet processes in 2025. We remain focused on making progress in a measured and thoughtful manner in the next year and beyond to bring this complex project to life.
