Community Vision

The Concord Naval Weapons Station (CNWS) Project is a generational opportunity to fulfill the City of Concord’s vision for a sustainable, transit-oriented and mixed-use community with activated and accessible open space.


The community and City of Concord have envisioned the potential of the CNWS Project for two decades. Our team plans to bring these visions to life and create world-class neighborhoods where current and future Concord families and businesses can explore, grow and succeed.

The project’s design and development are guided by principles that utilize the landscape and communal vision to create a sustainable and economically viable area that will thrive for future generations. Our vision includes:

More than 12,200 homes, with 25% affordable housing

886 acres for parks, recreation and trail space

55 acres for school sites
(120 acres for a campus district)

Project Updates

Planning Progress

The Concord City Council, sitting as the Local Reuse Authority (LRA), is the official body that authorizes final development approval. Project plans and development will go through the City’s Planning Commission during the approval process. Learn more about the history of the project by visiting the City’s website here.


As of March 2024, we are in the planning and zoning phase of the development process. This phase includes designing the layout, uses and features of the development, as well as engaging and receiving feedback from the community. The project team is developing a package of materials, including the Specific Plan, Environmental Impact Report, Disposition and Development Agreement and other entitlement documents to be submitted to the LRA for consideration in early 2027.
